Looks cool! But I think you need to spread out the details a little, there's no defined focus point which is making it somewhat hard to look at. I would suggest giving the wings and the head plainer textures. The wings could probably do well if the patterns were shaped in accordance with the shape of the wings, kinda like this

It's a good start! Could you post the high poly? The patterns feels a bit random thought, maybe if you could make the transition between them a little more logical? I think John may have some aditional screenshots. We're currently missing city wall models for the city, so if you're interested in doing more artwork you may want to check out some of Smalish fantastic wall concepts, which is the one's we will eventually base the walls on. It'll give you an idea on how the city is going to look once it's done. We dont actually have a final layout for the city beyond that one street you made, so anything that can help us determen a final look for the city would be very helpfull.
Nice houses, great job! One thing, it looks like you lost LoneArch's amazing work with vertex paint, the houses look very unshaded without it. There are no built in shading mechanicsm in the Creation Engine, so vertex paint is 100% essential if you want skyrim quality architecture
